I spent the last month running systematic tests on this exact topic. Narrative paragraphs tend to trigger much more natural emotional responses because the language model reads it like a story rather than a set of legal restrictions. Bullet points make them act too robotic and literal after about fifty turns. If you want them to stay warm and fluid you need to frame their personality through behavioral examples rather than rigid commands.
